PURPOSE OF THE ROLE
Acting as a key member of the bid management team you will examine and consider tender documentation, then produce substantiated building cost estimates for a wide range of Housing projects that will include Design and Build and/or Refurbishment work.

SPECIFIC DUTIES
To analyse tender invitation documentation and agree with the Commercial Director a strategy for pricing of the project including preparation of tender programme(s) where required.
Work closely within Bid management team(s) and appointed Bid manager(s).
Preparation of Elemental Cost plans or Bills of Quantities as required using departmental estimating software.
Obtain competitive current prices for all resources (labour, material and plant) where possible within the tender period.
Prepare Preliminaries budgets in conjunction with the operational construction team.
Become familiar with specific site conditions and site environment(s) to fully understand risks related to site conditions, statutory services or the like.
To manage where required the activities of junior staff assisting production of Estimates.
Liaise with Architects and other professionals to deal with Preliminary Design issues and queries arising during the tender process.
Prepare a detailed Tender Summary of the Construction Estimate for adjudication, this will include Financial summaries, Elemental Analysis reports, Resources Summaries, Risk Statement, Qualifications report, Design Statement, Location details, Photographs, and any other information necessary to fully brief both Technical Settlement and Adjudication meetings.
To prepare and complete and submit Forms of Tender and other financial submission documents as instruction by the Tender invitation instructions.
Follow the award of a contract. Attend hand over briefing meetings with the Company's contract management team and provide a full package of documentation in support of your tender. Answer queries as they arise.

CANDIDATE SPECIFICATION
Candidates must have:-

Candidates are preferred who have:-
Proven experience in estimating with majority of experience gained tendering or pricing housing related projects.

PURPOSE OF THE ROLE
Ensure that sites and contracts under his/her jurisdiction are managed efficiently with the object of maximising profitability whilst maintaining high standards of quality. Responsible to the Divisional Director/Manager for the monitoring the schedule of deliveries and liaising with suppliers where appropriate to ensure that specified delivery dates are complied with.
Instruct and monitor site management to ensure that the requisite progress and quality levels are achieved. Ensuring compliance with the Company's Management Systems insofar as they are applicable to Contract Management.
Responsible for the management of contracts allocated to him/her and for ensuring the on-site staff perform their duties to the requirements of the contract and in accordance with the Company’s Management Systems.

In conjunction with the Divisional Director/ Manager, and others in the project management team, make sure that all instructions received are confirmed in writing and that the Company's contractual position is protected at all times by maintenance of accurate site records and timely correspondence.

Liaise with the Architect, the Supervising Officer and others appointed by the Employer or his professional advisers in connection with the contract.
Oversee the Defects Liability work and ensuring compliance with Management Systems in respect thereof.

Undertaking the financial and contractual administration of projects carried out by the Construction, Development or Building Services Divisions.

SPECIFIC DUTIES

Analysis and assessment of sub-contract quotations.
Negotiating in conjunction with the Construction Manager, sub-contract packages.
Drafting and letting sub-contracts as authorised by the Construction Manager and approved by the Chief Surveyor.
Providing advice to Site/Management staff on contractual, valuation and measurement matters.
Preparation and negotiation of interim valuations and final accounts including all necessary measurement.

Evaluation of CVI's, Architect's instructions and Sub-contractor's variations.
Inform the Chief Surveyor/Construction Manager of any possible Contractual Claims/requests for extension of time and prepare documentation as directed for submission including monitoring of records and other particulars.
Inform the Chief Surveyor/Construction Manager of any possible claims by Sub-contractors and prepare/monitor as directed any documentation to protect the Company's interests.
Preparation of monthly cost/value reconciliation and/or cost to complete analysis.
General use of the computer system for the above tasks where appropriate.
Raise alarm signals to the Chief Surveyor when the contract is straying outside the cost and profit parameters.
Monitoring supplier's costs and taking necessary action to remedy over-expenditure.
Monitoring Preliminaries/Site Management costs and advise on action to be taken to remedy over-expenditure.
Follow Management Systems.



In addition to these tasks Surveyors are from time to time called upon to perform the following duties:
Study documents at tender stage and advise on onerous conditions therein.
Upon receipt of a contract, to compare contract documents with tender documents and advise on any anomalies.
Take off quantities from drawings and provide sufficient information to enable tenders to be prepared from those quantities.
Such other duties normally deemed to be part of the Surveying function as instructed by the Chief Surveyor.

Hours:Normal site hours are 8.00 am to 5.30 pm with one hour lunch break.

PURPOSE OF THE ROLE,
To set up site control and organise labour and materials, communicate with the client at site level and generally ensure the smooth running and successful completion of the project.

SPECIFIC DUTIES
Technical/Administration

To be familiar with all technical aspects of the project.
To control the flow of materials on to site, including stocktaking and any necessary returns. Advise on shortfalls of material delivery and supply.
Advise on actual progress of the programme on site and highlight problem areas with staff at Head Office or other trades and sub-contractors.
Labour
Assess the requirement of various skills needed for the project and keep a check on staffing levels on a weekly basis.
Maintain quality control of work.
Make short term forecasts of staffing requirements and liaise with staff on site to ensure that workfronts are ready for the next stage.
To control and supervise specialist sub-contractors.
Communication
Attend site meetings.
Liaise with site agents or site representatives of the client.
Liaise with the Project Engineer.
Liaise with statutory bodies.
To liaise closely with tenants unless a Resident Liaison Officer is appointed on Contracts with occupied dwellings and attend meetings with Tenant Associations.

Quality Assurance and Health and Safety
Carry out duties within the guidelines and rules of the Companies Management instructions, Work Instructions and Health and Safety Policy.
